Mobility Initiative
Safe Passage is an independent research initiative of Pierpoint Institute examining how emergency response mobility and intersection safety might be improved in Indian River County.
The initiative is intended to document the local problem, understand existing infrastructure and operational constraints, evaluate established and emerging approaches, identify potential public benefits, and assess the feasibility of a demonstration or pilot.
This research is being developed to help inform public-sector decision makers and, where appropriate, support the development of a competitive grant application led by an eligible public agency.
Pierpoint Institute approaches this work as an independent community steward. It does not represent a government agency, technology vendor, or predetermined solution.
What problem are we actually trying to solve?
Emergency vehicles responding under urgent conditions must navigate signalized intersections, congestion, and drivers attempting to determine how to yield safely. Safe Passage begins by documenting the local problem before proposing any technical solution.
What happens today in Indian River County?
Initial research locations include SR 60 / 27th Avenue and SR 60 / 58th Avenue. Firsthand observations have identified emergency-response traffic conflicts at these locations, but jurisdiction, baseline operations, and frequency still require verification.
What do research and comparable projects show?
The evidence base includes FDOT connected-vehicle architecture, federal SMART award precedents, Florida deployment examples, academic EVP research, field observations, and public-safety discovery.
What is already in place?
Extensive intersection camera coverage has been observed through the Indian River County Sheriff's Office Real Time Crime Center. Signal controllers, communications architecture, existing preemption capability, and transportation-system ownership remain priority discovery items.
Which approaches are appropriate?
Research remains vendor-neutral. Potential approaches include optical EVP, GPS/GNSS-based preemption, connected-vehicle systems, centralized traffic management, adaptive strategies, and carefully governed predictive systems.
What could meaningfully improve?
Potential benefits include safer emergency passage, reduced intersection conflict, improved traffic predictability, reduced equipment damage exposure, and more consistent emergency response. These remain hypotheses until supported by local evidence.
Could the concept be tested responsibly?
A future demonstration could begin with one or two intersections, a limited participating emergency fleet, baseline measurements, a defined evaluation period, and independent review of outcomes.
How would we know whether it worked?
Potential measures include intersection traversal time, signal delay, queue recovery, traffic conflict events, preemption success, communication latency, and system reliability.
How could a responsible demonstration be funded?
Safe Passage is researching federal and state pathways that could support planning, demonstration, intelligent transportation systems, connected infrastructure, and public-safety improvements.
What do we still need to learn?
- Who owns and operates the initial intersections?
- What signal controllers and communications infrastructure are installed?
- Is emergency vehicle preemption already supported?
- What baseline public-safety and traffic data exists?
- Which public agency would be the appropriate future applicant?
- Which funding mechanism best fits a limited pilot?
